When Brazil denied visas to Riley Barnes, the assistant secretary of state for democracy, human rights and labor, and one of his senior aides, Washington characterized the planned July 27-30 visit as routine. The American officials intended to meet with government representatives, religious leaders, and other stakeholders regarding election integrity, religious freedom, and freedom of expression.

“Any insinuation of a ‘ploy’ to undermine a democratic nation’s election is a baseless lie,” the State Department declared at the time.

Brasília maintained its position, asserting that the American officials sought to cast doubt on Brazil’s electronic voting system in what it termed an unacceptable attempt to interfere in the national political process.
