Before either killing, Levy already possessed an extensive record of sexual offending and was registered as a sex offender. He had been imprisoned in 2021 for two separate sexual assaults, yet his freedom was not revoked following the subsequent crimes.

Months prior to the first homicide, British Transport Police detained Levy for sexually assaulting women aboard trains. However, procedural mistakes delayed the charging process, allowing Levy to continue his pattern of violence. During this period, he committed ten separate attacks on London trains, with many occurring while he was already on bail for the initial train-related offenses. He received convictions for those train assaults earlier this year.

A Third Victim’s Courageous Testimony

Levy was also found guilty of attacking and raping another woman, aged 35, in Tottenham during January 2025. Known only as “ED” to preserve her anonymity, she survived the assault and provided powerful courtroom testimony describing how she was beaten, suffocated, and raped.

The woman, described in court as a mother and classical pianist from eastern Europe who had been trafficked into the United Kingdom, explained that she used drugs to cope with her trauma. She characterized Levy as a “monster” but declared that she was stronger now and had committed herself to overcoming the “humiliation” he had inflicted upon her.

He had tried to steal her “soul and dignity” as he set on her, she said, and had left her for dead after raping and strangling her. She vowed: “‘I will play music again and smile.”

ED told the court that when she initially reported the attack to officers in January 2025, they “spoke to me like a child.” This occurred before the two murders took place, highlighting the timeline of institutional failures that allowed Levy to continue his crimes.

Judge and Police Commend Victim’s Bravery

Both Judge Lucraft KC and DCI Neil John of the Metropolitan Police praised the third victim’s courage. DCI John stated: “I must also commend the victim-survivor who showed considerable bravery and presented vital evidence in court. Her testimony was crucial.”

The judge added: “It takes considerable courage to come to court and to give evidence … she should be commended for doing so.”

Following the Metropolitan Police’s various shortcomings, the force’s murder team successfully arrested Levy for Wilkins’s killing, located Valencia-Trujillo, obtained a comprehensive statement from her, and established the connection to the first murder.

Families Speak of Loss and Justice

The sentencing hearing featured emotional statements from the victims’ families, who emphasized that both women were vulnerable due to their work as sex workers and drug use, yet were deeply loved and central figures in their families’ lives.

Wilkins’s mother, Mary, said her daughter was a sacrifice to keep others safe: “You have done this before and wouldn’t have stopped. Our Sheryl has ended your chances of hurting anyone else. ‘She lost her life to do this, but we truly believe Sheryl has saved countless women from being subjected to your disgusting and horrendous acts. I hope you never walk the streets again as you are a threat to all women.’

Wilkins’s sister, Lindsey Hicks, said: “You, Simon Levy, have destroyed our lives. Sheryl was a beautiful soul … the pain you have put her through is unbearable. I hope you rot in prison for the rest of your life.”

Broader Implications of the Sentence

Prosecutor Tom Little KC argued that Levy’s offending warranted the most severe punishment available, noting that sexual violence was “inextricably interwoven with the killing” of both victims. Levy will join a select group of just 76 individuals currently confined to prison for life in England and Wales.

During sentencing, Judge Lucraft told Levy he was “someone who appears to have a morbid fascination with sex, rape and crime” and declared: “You will be in prison for life.”

Victims’ advocacy organizations have characterized the series of failures in the Levy case as staggering. Government sources indicate there are currently no plans to launch an independent inquiry into the errors, though the case has sparked renewed discussion about accountability within the criminal justice system and the protection of vulnerable women.

The whole-life tariff, one of the most severe sentences in the British legal system, means Levy will never be eligible for parole.
