Burnham’s Stance on European Integration

Burnham’s most significant public comment regarding the EU came during the Labour party conference in September 2025, when he told the Guardian he hoped to see Britain rejoin during his lifetime. However, while campaigning in Makerfield—a constituency that voted to leave—the prime minister clarified that reversing Brexit does not rank among his immediate priorities. He argued that Britain would remain trapped in continuous debate if the country simply kept rehashing the same arguments.

Michael Jacobs, who provided counsel to former prime minister Gordon Brown, offered analysis of Burnham’s position. He described the rejoining statement as genuine yet politically calculated. The message signals to pro-European supporters that Burnham shares their values, while simultaneously reassuring leave voters that this issue will not dominate his agenda or reignite old conflicts.

Building a New European Team

Among Burnham’s initial conversations after taking up residence at No 10 were calls with von der Leyen, Merz, and French president Emmanuel Macron. He has selected Hamish Falconer to serve as Europe minister, taking over from Nick Thomas-Symonds. While some viewed Thomas-Symonds’ departure as a setback for the UK-EU reset discussions initiated by Starmer, others argued those talks had stalled and that Falconer would inject new vitality.

Falconer, elected as an MP in 2024, possesses considerable international background. His career includes ten years within the Foreign and Commonwealth Office, time at the National Crime Agency, and extensive work addressing international terrorism, hostage situations, and human trafficking. He also held the position of Middle East minister under Starmer. One of his earliest calls following his appointment went to European trade commissioner Maroš Šefčovič.

Trade and Security Priorities

Johnny Reynolds’ return as business secretary will prove valuable during discussions focused on shielding European commerce from Chinese competition. These negotiations also involve resolving difficulties surrounding an impending 10 percent tariff on British automobile exports destined for the EU, along with reciprocal measures. Under Starmer’s leadership, the UK and EU established a security and defense pact while maintaining close collaboration on Ukraine-related matters.

Although the UK failed to secure participation in the €150 billion EU defense loans program, both parties progressed with other initiatives. During Starmer’s final week in office, Britain concluded an arrangement to join the EU’s €90 billion (£77 billion) loan for Ukraine, allowing British firms to supply additional weapons through this mechanism.

Burnham now inherits the reset framework that Starmer introduced. The upcoming summit will feature three agreements: reducing documentation requirements for fresh food to help British exporters, connecting emissions trading systems, and launching a youth exchange program allowing individuals aged 18 to 30 to work, study, travel, and volunteer across the EU and UK. Ireland’s Europe minister, Thomas Byrne, indicated he anticipates at minimum positive continuity. Ireland currently holds the EU Council’s rotating presidency through year’s end and will participate in diplomatic preparations for the summit, whose date remains undetermined. Byrne acknowledged that challenging issues exist but expressed confidence they can be resolved. Youth mobility negotiations have experienced some stagnation, with EU member states considering the UK’s position carefully.
