Winston Churchill stands as the only other British prime minister to receive a comparable distinction, though his award was elevated to the Grand-Croix level in 1958. Churchill’s recognition celebrated his wartime leadership and the deep connections he forged with France during the second world war. The distinction between these two honours highlights the different eras and contexts in which British-French relations have been celebrated.
The decision to award Starmer reflects a notable evolution in Macron’s diplomatic relationships. The French president has previously experienced more contentious interactions with Conservative leaders, particularly Theresa May, Boris Johnson, and Liz Truss, whose tenures were marked by frequent disagreements over Brexit negotiations.
