To test real-world performance, the researchers recruited 34 participants and placed them in a simulated living room seeded with hidden surveillance equipment. Each participant first searched the room unaided, then repeated the exercise using a commercial detection tool. The improvement was marginal: without a detector, participants overlooked 67 percent of the concealed devices; with one in hand, the miss rate dropped only to 59 percent. In other words, nearly two-thirds of hidden cameras or microphones still went undetected even when a victim actively used a purpose-built scanner.
Participants also described confusion over how to interpret the detectors’ signal-strength readouts, infrared lens alerts, and Wi-Fi or Bluetooth scans. Some tools generated false positives that triggered anxiety without identifying any actual threat, while others simply failed to register surveillance objects at all.
“Most of the detectors on the market are not designed with the typical consumer in mind,” Polamarasetty explained. “Many people do not necessarily understand the limitations of such detectors and risk misinterpreting the results.”
Safety Concerns for Victims Living With Perpetrators
A particularly acute problem arises when a survivor must search the home while still sharing it with the abuser. Several detection products emit loud beeps or audible alerts that could tip off the person who installed the hidden gear. Polamarasetty was blunt about the practical danger:
“They’re absolutely not safe to be used when you’re living with the perpetrator. The devices are not discreet enough.”
The researchers also pointed out that the surveillance gadgets themselves are so compact that their stated consumer purposes — home monitoring, pet tracking — strain credibility.
“These devices are so small, it doesn’t actually make sense for them to be used for home security purposes,” Polamarasetty said. “[They’re] essentially designed for spying on people.”
Recommendations and the Limits of Technology
The authors outlined several design changes manufacturers should adopt: clearer user guidance, explicit communication of inconclusive readings, and quieter operational profiles suitable for use in occupied homes. They stressed, however, that no amount of product refinement eliminates the underlying risk. The only structural remedy, in their view, is to halt the sale of hidden spy devices altogether.
Co-author Dr Leonie Tanczer framed the issue as one of corporate responsibility at the design stage rather than after harm has occurred.
“Most technology is dual-use, and companies have a responsibility to think about how their products can be misused – at the design stage, rather than after the harms emerge.”
Tanczer added that certain product categories defy benign explanation:
“A camera in things like a showerhead or a plug – I just cannot really see a legitimate reason for that without the intention to monitor someone without their consent.”

“What is especially worrying is how accessible and affordable these devices are, allowing more perpetrators to weaponise them as a form of control,” Bottomley said. “We urge the government to review how these products are designed, safety tested, marketed and sold, and to take swift regulatory action to mitigate the risk they pose to survivors.”
Marketplace Responses
Amazon declined to comment on the findings. A spokesperson for eBay stated that the platform “prohibits the sale of many products that are used to transmit or receive signals or for covert surveillance, and all sellers are required to comply with our policies and applicable UK law.” The spokesperson added that, following investigation, eBay had removed two of three specific listings flagged by the researchers and affirmed its commitment to maintaining a safe marketplace.
Why This Matters Beyond the Lab
The study lands at a moment when smart-home ecosystems, cheap microelectronics, and frictionless cross-border e-commerce have made it easier than ever to embed a lens or microphone in an object no one would think to inspect. For a survivor already navigating the trauma of intimate-partner violence, the added knowledge that a beloved stuffed toy or a bedside clock may be broadcasting their private moments to another room — or to a phone across the street — compounds isolation and fear. The finding that purpose-built detectors catch only a fraction of these devices means that a survivor who scans the room and finds nothing may walk away believing the threat has been neutralised, when in fact the surveillance continues uninterrupted.
Until regulatory frameworks explicitly address the design, labelling, and sale of miniature covert-surveillance hardware, the burden of detection falls on the very people most vulnerable to its misuse — and the tools currently available, the study concludes, are not up to that task.
